The top part is true.  I've driven while high and I could feel that I wasn't quite sharp enough to be behind the wheel.  Of course, it depends how high you are and whether you're used to being high.  The variety also matters.  I was in Amsterdam recently and they have some weed that gives you a really nice mellow high.  That's would be way less dangerous than a variety of weed that makes you drowsy.

That stat is kind of silly though.  Marijuana is the best popular illegal drug after all.  I bet Ambien and other prescription pills cause more accidents per number of users.

This would no longer be the case if marijuana were no longer an illegal drug.
