It really depends.

1. What is my current grade in the course?
2. Could doing the optional assignment hurt my grade?  Could doing it help me significantly?(i.e., at least 1/3 letter grade, A- to A, B+ to A-, etc.)? 
3. How much effort would it require in terms of total time needed?
4. How much time do I have to complete it?
5. How much work do I have in other classes?

I'm just a high schooler, but I've never had such a thing, though I have had a few extra credit assignments in middle school, there's basically no extra credit in high school, especially in Honors/AP classes.

Depends on a whole bunch of factors, the most important one being how "optional" it really is. I'm not sure if Bushie's final project was really optional.
