Honestly, I could see the case being made for all 4 options.

While the GOP has supermajorities that can override Kelly's veto in both chambers, they have little room for error and a lot of "moderate" members who may not be willing to go along with extreme gerrymanders.

I've been expecting some kind of middle ground between the current shape and a D pack. I don't think the Republicans have the votes to crack the northeast by veto override.
