Rooney, Bush41 foreign policy wasn't neocon on the whole. It was much more realpolitik in the mode of Kissinger. Bush41 was all about stability - look at how he dealt with the Chinese, and was cautious in Eastern Europe-much more so than Reagan. Thus also Desert Storm wasn't a regime change project, it was a containment project. A lot of abuses come out of this realpolitik approach - such as the sanctions regime against the Iraqi people - but it wasn't a departure from mainstream foreign policy.
