We would see who the inactive voters are.

Perhaps.  I supported a census prior to redistricting in order to weed out inactive voters but it never came to pass.  We need to explore other options in order to eliminate inactive voters other than outright forcing everyone to reregister.

I don't think it's necessary. As it is, those who don't vote for 2 consecutive elections are already taken off the rolls automatically. I feel that's sufficient, and we don't need to invalidate any more registrations.

True. If it were possible, I would favor making the register thread like the voting thread, where the only conversation is actually registering. We could make a seperate register thread where newbies could ask about it and everyone could complain about it.

Definitely yes

Give everyone a heads up after Christmas, sticky it, and say "The Everyone must reregister thread". And decrease the missed elections to one election missed or a lack of 25 posts between elections. That will ensure we have active voters.

Yes. However, I think the new thread should be for registering only, keep all conversation in the old thread.
