Chicago ... I'm gonna guess Hoover or Coolidge in 1928 or 1924. I'm certain Reagan and Nixon didn't carry Chicago, and I'm doubtful about Ike. So Hoover or Coolidge are my guesses. I don't know if its cheating or what, but I looked up the mayors of Chicago. They elected a Republican mayor by 8% in 1927, which sounds good for Hoover or Coolidge's chances

 I'm thinking the answer is Trump 2016, as I'm guessing Biden took it in 2020
