If I recall correctly, looking at old Wisconsin election returns, the Finnish communites tended to vote Communist in large numbers. There were elections where the Communist candidate for governor would get less than 2,000 votes statewide, but in a Finnish coummunity like the Town of Oulu in Bayfield County (the darker 3% one right in the middle of Wisconsin's Lake Superior shoreline), he'd get 150 votes and carry that precinct. The results were very odd to look at to say the least.
