If turnout is down compared to the last two primary seasons, what does that tell us about the chances of a democratic win in November?
Considering all the things that will take place in between, pretty much nothing at all.

Sanders now at 47.4%. The final rounded result will likely be 53-47.
There are still 262 precincts out, so we'll see.

Mostly in Clark, Clinton's best area.
Yeah, you're right, it should indeed end a little beneath 47 for Sanders even.

Bernie Sanders seems to be going along with the "we won the Latino vote" narrative. Ignorance or dishonesty?
Frankly, there's a reasonable chance he did. It's likelier that it was Clinton, but not impossible it was Sanders. Anyway, with only an exit poll to refer to, it's fair game for him to say this. Clinton would do the same, as would any other sane (or insane) politician.
