No, there's usually some boroughs to the north, west, or southeast that vote D due to native Americans. Here's John McCain's borough map, he won 59-38

If I had to guess, Gore would win one or two boroughs, although getting that low % of the vote could definitely lead people to think this.

Actually, Republicans have been historically fairly strong with Alaska Natives.

I believe that map is actually of state legislative districts, which are what Alaska actually reports. It is fairly like that Bush won, but a tiny town in SE Alaska could have snuck by.

You can also see the horribly gerrymandered 2012 lines!
