Is this Healthcare Reform really reveneu neutral? It will obviously reduce the levels of costs but it will also reduce revenue as it reduces the payroll tax...

I'm all for Health Saving Accounts, citzens should have the right to have those and they should be deductible from the Income Tax (with a limit), but this reforms seems to make or allow people to gave up of traditional Fritzcare and enter on this new (not insurance) system that could easilly make people go bankrupt if something catastrophic happens.

Aren't those High-Risk Polls too complicated when we have the simple and user friendly Single-Payer Healthcare? High-Risk Polls are useful when you have a terrible private system that doesn't cover anyone but are they really good for people that are currently leaving with good and accessible single payer healthcare?

Are all those things (HSA and HRP) mandatory or optional? If optional, what do they really offer to Atlasian citizens that could really reduce their costs and make them switch from traditional Fritzcare to them?
