David Cameron is doing surprisingly well, second to Obama.

He is well known in the US and a sane and fairly competent right winger.

Being well-known is a big factor. Sauli Niinistö and Lars Løkke Rasmussen are on zero. They are both competent and fairly successful. LLR has some personal moral deficiencies, but objectively none of them should be on zero.

LLR is competent? Don't most Danes think he's a turd?

He is considered the ultimate machine room politician. He has been a mayor, a county mayor, Minister of the Interior and Minister of Finance, so been all the way from bottom to top in the political system in places where you learn how the system works. He knows every detail about how Danish the economy and public sector works - people listening to his talks on these things at smaller venues are generally very impressed. This is also why he is one of the few Danish pols the corporate top actually respects. He is also a very skilled negotiator and dealmaker. So he is clearly more competent than most politicians - he is just not a media person and his personal moral is a bit iffy - without being directly corrupt.
