My position on cigarettes is rather complicated. I would re-classify the drug and group it with harder drugs such as heroine or cocaine, due to its harmful and addictive properties. These drugs would be legal to use but illegal to sell. For cigarettes, due to the huge addiction rates, I would create a program to distribute cigarettes (at a cost) to those addicted, encouraging them (but not forcing them) to quit. These cigarettes would be provided by the government, and not from private companies.

As for eligibility to this program, I suppose some sort of age requirement would be necessary. Of course, age is arbitrary, so I wouldn't just pick an age at random. I would define legally "becoming an adult" (aka the "age of majority") as attaining any of the following requirements:

- Graduating from high school
- Passing a citizenship test (at any age)
- Turning 21 (OK, this is may seem arbitrary, but this is the age that the brain is fully developed)

more like around 25. but then again the brain never really stops changing

Oh, I think you're right. Never mind. Maybe make it 18, as that is the age most people graduate high school anyways.
