inventing new drugs is incredibly expensive and require enormous investments that need to be recouped in order to make new medicine possible.

Remember that many drugs are simply a previous drug with minor changes to the chemical compounds creating a drug with the same effectiveness that can be marketed as a brand new drug at full profit.

I say yes, though it shouldn't be necessary as prescriptions should be available from the state for a nominal fee.
