I'm suprised Jake scored so low. I'm not a complete fan of his positions, but he knows his stuff, particularly regarding legislation 
It's quite simple. Incompetents like Joe Republican are elected because they are nice, people that do stuff while elected are thrown out of office. People that show talent at every level of government are voted against in favor of people who can't bother to include all choices on a ballot. Finally, people who campaign using their opponent's record are called out for using smear tactics and run off the board, those who support posting the private messages are elected to higher office. Fairly simple.
