Idea: taxing corporate emmissions and then putting all the proceeds in a special fund created for the purpose of giving the money out to each and every American, regardless of race, ethnicity, wealth level, or residence in urban or rural area.

Would be a great idea, but Biden has been reluctant to propose a carbon tax.

In Canada, the federal government is nudging provinces to introduce a carbon pricing system at their level. In provinces without their own carbon tax, the federal government levies one itself, and gives an annual "Climate Action Incentive" payout to every taxpayer. A carbon tax in the US would have to work in a similar way, though there will be plenty of court cases about federal jurisdiction.

A big flaw in current carbon pricing systems is that goods imported from countries with lax regulations aren't covered by these taxes, putting local producers at a disadvantage. The EU is exploring the idea of a carbon import tax for imports from countries without their own system. Any carbon tax in the US would be unworkable unless it includes such a tariff system.
