I'm pretty sure that the Welsh Assembly constituency (Westminster at the next election) I'm in now is majority Welsh speaking. Does that count?

It's over 50% minority, though that would include Hispanics, African-Americans, Asians, etc. Whites may still be the plurality, I don't know.

About 48% non-hispanic white as of last ACS. Unless I've added things up wrong. Which is possible. And about 36% hispanic.
