Has he actually been fired?

The story says he was re-assigned and then relieved of duty.

Maybe I don't understand the differences properly in this case, but to me it appears something like this:

re-assigned: no longer executive of Internal Affairs, instead filing paperwork

relieved of duty: not allowed to act as an officer of the law in any capacity, but  still technically working for the department/city

suspended: not working, but not fired (may still have benefits, depending on contract)

dismissed: fired, no longer has a job
