I think it depends on what direction he intends to run his campaign. The best use for W is probably if Jeb is running directly against Obama. Sure, W was a disaster, but Obama has been a disaster too, especially on the foreign policy front. I can see W making stump speeches, saying, "Sure, battling the Axis of Evil wasn't as easy as we thought, but we were winning when I was in charge." (It's not really true, but it's close enough to true that it coul play well with a chunk of the electorate.)

Also, and the media gives more converage to the batsh**t-insane clown posse that is the Republican field, W is going to look better and better domestically (especially on social issues) by comparison. (Again, not because he actually was good, but because the Republicans have sunk to depths not seen in a major party in a prominent country since before WWII.)
