Should the IOC "ban" China from having the Olympics? Hell no, China is a full-fledged member of the IOC, they should get the same rights as everyone else.
Did Beijing deserve the bid? I personally would have voted for Toronto, but it's not as bad as some recent Olympic cities. (Atlanta? WTF!) The IOC doesn't really have much of a leg to stand on if it were to deny China the Olympiad based on human rights violations, considering where some of the games have been.
