Introducing the Competitive States of America: my side project for House redistricting built off of PVI. The primary goal of this redistricting was to create as much of a competitive climate as possible.
My guidelines, in order of priority, were:
- Maintaining existing/likely VRA districts
- Maximizing competitiveness in the House nationally (potentially sorry, NYGOP)
- Maximizing competitiveness within state congressional delegations, even when absolute results aren't produced (see OK)
- Maintaining whole counties wherever possible
TX may be screwed - not an expert at court-mandated Latino districts - but I think most everything else be solid in terms of VRA. I'm leaving CA the way it is IRL, partially for the same reason. I have all the PVIs saved and most are in a spreadsheet, but I need to transfer some of the later states I did into it, after which I'll upload it.
This map has 90 districts that are less than D/R+5, compared to 65 in real life; 176 that are less than +10, compared to 175. By party:
