I think some ground rules might be needed, since the GMs have varied a bit in the way they did things.
Vorlon simply proposed an issue and the main task was deciding what action we wanted to take, thus testing the idelogical flavour of the administration.
Ernest gave us a more complex plot in which we were supposed to see through the enemy plan and act accordingly, thus testing us on, shall we say, administrative competence rather than political views.
