Yes (I)  But not the current American system.  It's more like roulette than justice and it takes way, way, way, way, way, way, too long for cases to work their way through our court system.

No. Only God can end somebody's life no matter what crime they committed. I am for much harsher prisons though.

We don't need harsher prisons.  They're already fairly harsh.  What we need most is a return to that old-fashioned newfangled idea, rehabilitation.  We don't do enough of that sort of work in our prisons these days.  To get the funds and space to do that, we'll need to first off go ahead and surrender in the drug war.  We can't do proper rehabilitation work if the prisons are overcrowded.
