Maybe the idea of an apology tour will be popular enough by then for a candidate to win by openly campaigning on it.

I doubt it, at least not if that's a major platform item. A candidate who campaigns on it would almost certainly be a near-caricature of a 'Resistance' type who would go on to alienate just about every possible swing voter.
