As the veto was recognized, I do not see how any of this can be considered proper procedure. A vetoed measure cannot then be amended to alter its format. According to the Constitution, the only route in the LGC would have been a veto override vote. Otherwise, this needed to be re-introduced with the requested alterations. More so, votes cannot be changed once a vote has been closed.
This should not be considered passed through legitimate process, however proponents for the censure reserve the right to reintroduce this as a resolution if desired.
You can do anything by unanimous consent, which was achieved above.
1) Unanimous consent does not supercede the Lincoln Constitution.
2) Unanimous consent requires an affirmative vote by all members.
