Speaker ZMUN, I respectfully object to the final vote proceeding.

I request additional time be administered for discussion and debate.

If we are to mandate which apps can be used on a government device, it is my view that we then legislate a ban on all data-collecting applications (including Facebook) from use on government devices. I understand the security concerns of TikTok, however there may be hundreds of other such apps which pose a similar risk.

I propose the following amendment:

Securing No Tiktok On Government Devices Act

Section 1: This bill will be introduced as the Securing No Tiktok On Government Devices Act.

Section 2: Public officials and employees of regional offices shall not install an application on a government-issued or government-owned smartphone device that meets any of the following criteria.

a. The application is found by the Lincoln Department of Defense and Security to pose a risk to personal data and sensitive material.

b. The application is found to violate the Consolidate Laws of Lincoln Omnibus Act, Title 5, Section 3.

Section 3: Public officials and employees of regional offices may install an application as described in Section 2a-b if -  

a. Usage of the application is explicitly for cybersecurity research purposes.

b. The application is reviewed by the Lincoln Department of Defense and Security and found to no longer pose a risk to personal data and sensitive material.


Section 2: This bill will ban the use of TikTok on any governmental device for national security purposes.

Section 4 3: This bill will take into effect immediately.

Wasnt the Department of Defense disbanded?

LGC 10.31 repealed LC 5.13. However, this only disbanded the Lincoln National Guard. The Dept of Defense and Security as specified in Title 3, Section 2 of the Omnibus Act remains in-place.

If you want some more specificity, here is from the federal law.

Interesting - Thank you for sharing this. It appears all social media apps based out of China are already banned.

However, unless I am mistaken, the federal law does not speak to U.S.-based apps that may pose a similar risk to sensitive information.
