One of the key criticisms of environmental groups like Greenpeace is that they neglect the science. We have so many environmental science projects on the planet now, there is no way a country would do this without proper studies and consideration.

I'm sure Japan did their homework, but even that isn't really a 100% guarantee.  But if we didn't do needed things unless they were 100% safe for everyone and everything, we'd never get anything important done.  Thus, I have no problem with this.


and certainly many other countries would (and have, and will again) do this without proper consideration.

Yeah, I can't imagine North Korea would bother considering things carefully. Too much effort when you can just say the Supreme Leader was praised by everyone around the world for his amazing leadership.
