It is at the very least a very dangerous cult.  (and rather large by dangerous cult standards.)  Far bigger than the branch davidians, heaven's gate, and the Jim Jones followers.

I consider it very likely that they have activily consipired to break the law in several situations (such as encouraging the harassment and murder of individuals in some situations).
