I don't have a lot of time to thoroughly read section 3, but I skimmed it and my basic interpretation is that if a state disproportionately arrests minorities and low income individuals for marijuana, they're not eligible for federal funds to staff prisons? Is that the idea? If so, I am even more in favor of this bill.
