No. Option 2. Never heard of it.

Closest thing might be the Grinch? Even so, the Grinch is not significant. It's more a cartoon character than a traditional anti-Santa figure.

Nonetheless, that's interesting, if not a little disturbing. 
he's not anti santa... he also hands out gifts to the good children
