What is wrong with focusing your effort on those most likely to vote? It may be too expensive for local candidates to use TV or radio ads in Houston given that the relevant share of the audience (those who live in a particular district) might be 2 to 5% of the total audience. A mailout to voters in the district, or better yet those who are most likely to vote can be more cost effective.
