To the contrary, there are wannabe 1790s-style Federalists on the US right that think that welfare recipients shouldn't even be allowed to vote, since obviously they have a direct material stake in the result and would be essentially voting themselves a check. (Yes, this way of looking at government is a thing--or at least was in 2012)
