If it was anything it would be an ethnic slur. As with most things context is everything. Mick itself is rather innocuous and more found in jest or an endearing form of Michael. Where such anti Irish sentiment has any relevance/power, it isnt the preferred term of abuse anyway.  So No.
This.  It's not racist, but it is nativist.

It probably would've been nativist about ninety years ago or so.
