HUD has a very dirty job; one that most people would not want to deal with and tend to get ignored except during election years.  Trying to house the homeless and provide (and in cases declining) grants to the poor are tasks that are very difficult and emotionally draining.  Recently they have been involved with the Department of Labor to help employ adults with disabilities. 

Definitely a department (or duties) to keep, but possibly reorganize or merge with another department.
