Semi-plausible 2040's map with a religious left movement oriented around climate change that otherwise turns off the most secular states?

That still doesn’t explain OR, unless Knute Buehler or someone like him is on the R ticket.

True.  Perhaps Portland has less than half its current population for some exogenous reason?

The West makes this map harder to explain than it otherwise would be. 

Those results in the Deep South and New England are plausible in a post-Roe world with a substantial group of social justice oriented Dem Evangelicals, but I'd expect that to lead somewhere more like this based on the size of the existing Dem base in Southern states:
