I'm unsure this will get an official GOP response since it isn't an actual SOTU.

That being said, any address to a joint session of Congress given by Biden will be partisan cheerleading only partially smoothed over with the most banal appeals to "unity" imaginable.  This is how Biden has campaigned and governed.
