Questions like these are dumb.

Yes, absolutely yes.  A Democrat could win Clark by an underwhelming margin and a few other counties and lose the state.

There's no reason why this doesn't work mathematically.

Are any of the non-Clark, non-Washoe counties still winnable for Democrats?

Probably only if Democrats win the state big.

Mineral County is probably the likeliest to vote Democrat after Clark and Washoe (if you exclude Carson City).  Harry Reid actually won it in 2010 but Trump bested Clinton there 51-39 while Heck won 57-31.
