Obama's support would be critical, but I doubt that he'd be willing to get involved in the early stages of the 2020 primary even if Biden was running.  He did, after all, stay out of the much less competitive 2016 primary until after Hillary had secured the nomination.

Booker would definitely be advantaged though.  Its no secret that voters prefer someone that they can easily identify/relate with, and race plays a substantial role in that calculation.
