1. No, Harding would not have been impeached. He was just a terrible judge of character as Dr. Cynic said below.

2. He most likely would not have run for reelection anyway, but if he did he would win. It wouldn't be a 400+ EV landslide like in 1920, but it would still be by a comfortable margin.
