Why does outsourcing occur?

Clearly, a loss of immediate control occurs when work is outsourced.

However, many employers over the past twenty years agreed to "consent decrees" in which they agreed to hire and promote according to quotas rather than merit.

As they found this resulted in massive ineffeciency, they got around the consent decrees by outsourcing employment.
