Haley and Kelly both seem to have particular weaknesses; Haley seems like she often has conflicts with wings of the party she doesn't belong to, and Kelly has never really ran a political campaign before and might do poorly in the national environment (like Stockdale).
Of these three,
probably Haley (although Kelly is an interesting out-of-the-box suggestion), but the obvious best choices are Tim Scott or Joni Ernst.
Or other successful red-state Governors, like Youngkin or Abbott.
