Utah's actually quite elastic, especially for the region; I think it might be more elastic than any state bordering it, except maybe Colorado. Idaho is the really inelastic Mountain West state.

Mississippi seems like the correct answer here, closely followed by Alabama. Doug Jones' win is up there on most impressive electoral accomplishments of the 21st century.
