Bush Jr. could have increased security at the airports after he had gotten that Bin Laden Determined to Strike the U.S. memo. That way, the 9/11 plotters might have been caught before they managed to implement their attacks.

The thing is, how could he know that it was going to be at the World Trade Center? He didn't know when or where this was going to happen.

His memo explicitly mentioned hijacked planes and that al-Qaeda wanted to strike somewhere within the U.S. That should have been enough for him to increase security at all U.S. airports.

Yes, but the thinking then wasn't the same as it is now about that issue. Before 9/11 we never had such a serious attack.

Not Clinton for devoting 8 years to destroying our intelligence? The FBI and CIA couldn't even communicate.

Both deserve to be blamed. Bush for not preventing it and Clinton for underestaimting al-Qaeda and not retaliating well enough after the failed 1993 Twin Towers bombing attempt,  the 1998 embassy bombings, and U.S.S. Cole bombing.
