Tough one, since they are both great. I would have given Harding his chance in 20 and then set things up for Coolidge in 24.

What if you didn't know Harding would die within the next 4/8 years? Back then, the VP spot wasn't "worth a bucket of warm spit", so if Harding would have served out two full terms, Coolidge would have likely never become President. And Coolidge has much less corruption in his Administration than Harding.

As Vice President, Coolidge would have been a front-runner for the Republican presidential nomination after Harding.

Due to the relative unimportance of the VP slot before the 1950s, I seriously doubt that Coolidge would have been a lock for the GOP nomination after Harding's Presidency. He would have likely faced many competitors, and due to his lack of charisma and nonconfrontational style, I'm not sure if he'd be able to win the nomination. I think Harding might have even considered dropping Coolidge in 1924. Cooldige wasn't Harding's original choice for VP, and thus if Harding finished out his term or two, I'm not even sure Harding would have supported Coolidge's bid for the GOP nomination.
