It not only encourages people who are having premarital sex to continue doing so it actually pushes people who would not have sex in a direction they wouldn't necessarily go.  At my school, people are very susceptible to various peer pressures, and when a University implies that its abormalfor someone not to go around bonking, you get what a rational person would expect to get- more bonking.

But mostly I say no because you cheap ass motherers can buy your own ing rubbers.  My tuition ($37,000 a year) is for education.  Keep your hands off my ing money.
