(Of course it shouldn't devolve into McCarthyist paranoia about anyone with "controversial" political opinion, but actual instances of complicity with Putin must be investigated.)

As the history teaches us, it would be very hard to avoid such institution to degenerate and be used to prosecute real or imagined political opponents.

The United States already have proper institutions in place.

Of course it needs to be investigated, but you don't need a fascist-smelling committee for it.
