Whatever is happening, it's happening gradually. I wouldn't take the Gallup data point alone as evidence of anything. But if you look at other tracking polls (e.g. Reuters) they show recent deterioration in his already low approvals as well.
As far as what's moving the margin, I would put more weight on the foreign policy crises that have been escalating over the past several months and fatigue with high interest rates.
The economy isn't bad, and it's not getting worse. However, it's also not doing much to inspire hope in people who aren't already feeling comfortable, so Biden isn't seeing relief there yet.
The Gallup issue polling backs this up: Biden's numbers on Israel and foreign affairs in general are astoundingly bad. His rating on Ukraine is only slightly better - which is abysmal considering this was one of the few unifying issues in US politics not long ago. His rating on the economy is also terrible, and still marginally worse than his overall approval despite slight improvement.
It's also interesting that his approval rating on immigration continues to fall among Democrats. It's his second worst issue among those featured here, after "the Middle East situation." This is where Gallup and other pollsters show that the bottom is falling out for him.
