The Protection of Horses Act
1. Horse slaughter and horse euthanasia shall be banned in Lincoln unless in case of terminal illness.
2. Horses undergoing horse racing must undergo physical examinations every 2 months and any abnormality shall result in the horse being banned from racing and being sent to live out the rest of its life in a nature preserve.
3. Violations of this act shall result in either up to one year in prison, or a fine of up to $5,000,000, and a lifetime prohibition of owning an animal.
