First off, D.C. was meant as a governmental city where workers and politicans resided ONLY.

Maryland would not want D.C. for the simple fact of D.C. being a bankrupt dump.

They should get neither, they were never supposed to be a territory or state, just a district. Treat them like Guam or Puerto Rico or the Virgin Islands.
