Delaware is just a combination of Philadelphia suburbia and random rural areas. It has no real culture or community of it's own.
Same thing with Rhode Island, although Providence is big enough to have it's own COI despite being overshadowed with the growing boston area. And there's some rural areas, but the African community in RI is more diverse than in DE.
