Should the states be redrawn every 10 years to more accurately represent the population?

That seems like a logistical nightmare for a variety of reasons.

Firstly, who would redraw the states and how do we know they're truly independent? What would be the criteria for state lines?

Also just having to basically dramatically shift each state's government every year because it's redrawn doesn't seem good.
